I owned a Triumph sports car when I lived in Phoenix and the routine was to put all the emissions crap on and take it to the shop to be set to pass emissions, take it to testing, pass test, then drive immediately back to the shop, disconnect all of the emissions stuff, retune the car so it would run decently, then take it home and remove the emissions crap and store it away until the next test was required. The only alternatives were to drive a sports car that ran like crap or not not drive a sports car at all. Overall, it was about 16 hours of effort involved.
With a Bonnie you could leave the AI system and evaporative loss system in place, but disconnected, then reconnect it and rejet in 15 minutes to pass the test. To take it all off and put it all back on would take a total of about 2 hours - add a max of two hours to and from the testing and you only need to spend 4 hours per test - a no brainer - make all the mods.
