You got the different right. I own both a Rocket and a Road King *because* they are so different. Though some here will consider it heresy here I'm going to tell ya flat out the RK is a more comfy and more practical *touring* bike than the Rocket ever will be (not to mention it has a gazillion aftermongers making a gazillion things to improve anything you don't like about it in that regard).
OTOH the RK is not nearly as exciting in the twisties OR a straight line as the Rocket (they don't call 'em Geezer Glides for nothing :wink: ) I have the RK because of the volume of miles I do and the places I go (GFL finding tires for a Rocket in some hick town in the boonies but if it's got a Walmart it's prob'ly got a Harley store).
You give percentages but not volume of miles you do. Since you are even considering a Breva (one of the least ideal choices for a touring bike I can think of except for hardcore sportbikes), I'm guessing you don't do humongous iron-butt caliber miles as a rule. Bottom line in THAT case: get the Rocket and get more bang for the buck
