Start by taking the summer screen off. Then make sure your jacket isn't acting like a sail, kind of like the screen will do. Once you've ruled out the screen and the jacket, if you still have the problem, post back with specifics as to the condition of the bike, modifications, tires, tire pressure, exactly when and how the bike feels and at what rpm, in what gear, when it starts and stops, etc. Probably a simple solution, but an important one to get right.
