Tigers are wired up so that the left works as the dip and the right as the main. Yes I know its a ***** idea but its a euro thing. To get both working at either dip or dazzle or both you need to add the appropriate relays. There are loads of threads about that, but basically they are removed for the uk but fitted for the rest of the known world.
The relays are inserted in the sockets found in the rubber boot near the left indicator. Your dealer should be able to put you right for Zero cost. (tell him its a safety concern and scream a lot.
