£3K doesn't sound like the greatest deal for a 2002 model with 16K on the clock. I'd guess at 2000-2500 depending on the condition etc.,
Here's a couple of easy things to check which will also help give the impression you know a bit about the TT:
1) The swing arm rubbing strip can wear quickly especially if the bike has a 14 tooth front and 42 tooth rear sprocket. Check the strip on the top of the swing arm for thickness. Triumph changed to bigger 15 front and 45 rear on newer models to reduce the wear.
2) There was a fuel connector recall a year ago. You won't be able to check it's been done yourself so ask the seller if it's been done - there should be an invoice from the dealer that did the recall work.
