On my '02 ST the city light comes on with the headlights and also in the park position.... until I removed it, not liking how it looked. It's a standard 168/194 bulb and easy to replace once you've got the fairing off. If you have tiny hands and long fingers you might be able to get it out without pulling the fairing. The socket is a quarter-turn unit and the bulb just pushes in.
