If you set the camplate up halfway between 2nd and 3rd, you will find a "false neutral". When you go to set the quadrant (ie. put the inner gearbox cover all the way home), lift the quadrant so that the second tooth from the top aligns with an imaginary line through the centre of the camplate shaft and the hole where the gearchange shaft goes through the engine. Then push or lightly tap the inner cover home.
Just today put my cluster back in, and this method works fine. I can send a picture if you like...
