Have you tried blowing air through the two breather lines coming from the tank to check they are clear?

Do you still have the tipover valve on the other breather? Is it mounted exactly vertical? Are you sure you mounted the breather lines the right way around and did not accidentally reverse them or mount the one with the valve upside down? You can make diagnosing easy by temporarily taking the lines off and try if it makes any difference to the starting.

Other than a problem with the lines or some foreign stuff (paint?) clogging the fuel filter is all I can think of, if you did not touch anything else. Or some rubber grommet around the breather holes around the filler opening mounted a bit funny and as a result it is blocking the hole.
