If I follow things right, lengthening a cable housing makes a cable tighter. To loosen a cable one shortens the housing. I like to think of the cable and housing laid out flat on a table, when the housing is lengthened, the cable starts to disappear from the housing ends. If that cable were attached to a throttle, it'd be the same as reducing the freeplay and applying the throttle sooner.
