The only really funny part of your request was asking about heated grips and living in Tampa....
The 06 cruiser version looks to be a good value and starting point. To which you should consider adding - new shocks, cruise control, lower wind deflector and a good rain suit for the 5 pm showers.
The bike is remarkably stable over 80, but given the Tampa traffic - it is also decent in traffic. The crash bars with the lowers might help you control the engine heat.
