Follow-up report:
Bought a Vista-Cruise throttle lock that has no part number but does have the words ”Fits most Honda (Kawasaki pre-1982) Dual Cable” on the package. Unfortunately, the package had been opened and the Thrust Washer was missing but it was all they had and I went for it. Following the details Chris shared in this thread and modifying as required, I was able to fit the unit to my TB. It took a lot longer than it should have to complete the installation but I attribute this to having to make a thrust washer, my caution and wanting to have the unit look as if it came with the bike.
In any event, it works but needed to be tweaked in over about a dozen trials. This is true only because getting the outside diameter of the throttle tube perfectly round and concentric by hand (no lathe etc) is next to impossible thus the throttle lock is seeing high and low spots depending on actual throttle position (i.e.: speed/gear selection).
I now have it where it will work any where between 30 mph and 70 mph and this was all I wanted (who wants to let go above 70?).
