If it is a brand new bike then no, unless you know someone at the DMV.
If you import a used bike with over 7,000 miles then you can register it. I know someone who bought a new Harley in Texas rode it for 7,000 miles then went ahead and registered it. Of course he risked getting his bike impounded and a ton of fees.
