Just installed a hugger on my ST. Didn't realize that the wheel had to be removed to orient it. Got some info about removing and reinstalling the rivets, or use plastic screws. Couldn't find black plastic screws or correct rivets. While at Lowe's an employee suggested using a "push fastener" (holds automotive molded door panels to the door). Used the "GM Push Fastener Variable Depth" type. It worked great! Can't even notice the difference and it holds firm. The manufacturer is Hillman and the item number is H# 881201.
