And now for the correct answer:

The two slotted metal strap brackets fit between the inside surface of the fairing body and attach to the headlight using the two stock headlight bolts.

You will most likely have to bend the brackets slightly into a tighter V shape. The pointed end of the brackets face forward and rest against the rolled lip around the headlight opening. The closed slotted end goes against the fairing body and the open slotted end slips over the headlight bolts. Push the fairing body up tight against the headlight rim and tighten the hardware. Using the open slotted end on the headlight side allows you to remove and reinstall the fairing use by loosening and tightening the headlight bolts.
