Typical mounting is on the sides, thru the headlight mounting bolts. But the brackets are usually more "U" shaped than "L" shaped...
If those are ADDITIONAL brackets, I have made some similar to what you describe to mount at the bottom lip of the fairing, back to the bottom fork yoke for additional stability besides the typical side mounts.
