Forgive me for pointing this out, but the compression damping is controlled by the screw at the bottom of the fork leg. What you have described is for the rebound damping!

The difference in adjustment is probably down to crud building up in the threads of the compression damping screw.
You could try to free the threads with some wd40 or similar, but you are unlikely to want to use the last few clicks anyway, and you could be in danger of forcing the screw and damaging it, as it is quite delicate down there.
N.B. There is no way of getting at the threads or servicing the compression damping screw, unless you want to drill the small cap on the side and all sorts of things fly out of there.
Be careful, a second hand fork leg cost me £70.00 just because i buggered up my compression damping screw :hammer:
