Uh, fouled plugs have nothing to do with water. The plugs were fouled due to trying to enrich (open throttle) an already VERY rich mixture for start up.
What is interesting Hi-vel is that your bike would ever start. If I even think of giving mine throttle at start-up it just dies, until it sorts for a couple of seconds and finds idle speed. Glad it wasn't serious. Should see some nice performance out of it. If they fouled enough not to start, they must have been pretty bad!!
