A "stroker" loosely defined would be increasing the total travel of the piston within the cylinder. This can be accomplished with as little as off-set bearings or as radical as a different crankshaft, connecting rod and piston. This means the engine can "inhale" more air / fuel mix. ,..compressing it the same, less, or more,..(depending where the total piston travel is positioned). Bored and stroked is just as implied...bigger bore, more air / fuel...longer stroke,..more air / fuel.....MORE POWER!!!. The drawback is...well...are the remaining engine components up to the task of handling the increased stress without premature failure. Also with a longer stroke, usually a decrease in rpm to red line is required. Thats why HD's are not high rev engines. Power to pull stumps with bottom end torque, but that long stroke works against rpm.
So its a recipe of parts,...a blend of just the right bore, stroke, compression, balance and injection or carburation. Then apply it to the application.
