Have you tried using S100 cleaner? They make it in two varieties, one is the total bike wash the other is the wheel cleaner. They are essentially the same product, however, the wheel cleaner is a gel (more viscous) to stick on the grime. Spray it on and rinse off with garden sprayer. That should remove most of the gunk. I use both products on my old chain drive Sportster and my Heritage (Air Compresor) with excellent results. You can rub the offending areas with your fingers and it will come out exceptionally clean. Follow up S100 wax and you will be good to go! Sorry to be long winded, but this stuff really works!
P.S. Do not use it on hot surfaces!
