Heat build up is the main issue. To oversimplify the subject there is a flat spot at the bottom of the tire known as the footprint. At high speeds this area has to take the shape of the road and then go back to being round. This flexing a:causes heat.
b: takes time.
The faster you ride the further around the tire for the shape to recover which can lead to nasty things happening such as,in extreme circumstances, a second ripple before the first has resumed normal shape. I suspect that the difference between a V and H rated tire would be close but you would be betting a lot more than your pink slip if you decided to prove conclusively one way or the other.
