The uneven blueing is probably an indication that the carbs aren't the same. This isn't uncommon with these carbs. The mixture should indeed be set with an EGA instead of just turning both mixture screws out a certain number of turns.
The hesitation you describe is likely caused by a lean condition in one of the cylinders, probably the one with the blue pipe.
