You could always use a dipstick to measure the level of the good one, then top up the leaking one to the same level.
But you need to remove the springs and compress the fork leg to do that properly. By that time you are half way to being able to change the seal.
Nowadays most manufacturers suggest filling the fork legs by level rather than by volume as it is more accurate.
