I've just fitted mine in the past week, so I can offer some input here. Item 1 is where the turn signals that are included in the mounting kit go. They will bolt onto the hole at the end of the bracket.
It sound from your problems, that the mounting bracket, longer one goes on the left side....slide under the bracket under the tail. You'll have to pry the ***** out it, I did. If you didn't the mounting bracket that the rail bolts onto won't sit right and you'll end up with the problem that you have. (at least I think that you will)
