It is very risky.
My 95 Daytona is an excellent bike, but there was a healthy amount of "red tape" that I had to go through to get it tagged and titled. Arkansas recently instituted a law requiring any out-of-state titles to be verified by the Police first. That means a VIN that is reported as stolen - or labeled as salvage - doesn't get approved for use on the road. I checked the VIN on my Daytona before making the deal.
Anyone seriously considering a purchase of a used vehicle/bike, either by phone or internet, should ask for the VIN number and pay to have it run through a background check. The resuts may surprise you.
