Definitely risky to think that is a bike you could ride. If salvage title means the same as it does in UK then the bike has been crashed and written off by the insurance company as too expensive to repair.
If you look at the cars in the background you can see dented ones so that is obviously a salvage yard. They have fixed it up to sell.The bike has had some work done on it and that is a new rear mudguard.
They say the frame is straight but is it? Have they had it on an alignment jig to check that? I doubt it, or they would have said so.
When I looked ,the last bid was $3599 so how does that compare to a genuine '98 bike in US?
If it was a bargain then it would be worth buying to break for spares, but it doesn't look like it.
Great looking bike though.
