I must say I didn't have any problems fitting the bars to my bike, and certainly none of the clearance problems you have.
I have a combined 1/2"/3/8" reversible torque wrench a handy piece of kit.
Why did you fit the horns?.
The horn on tango was pathetic but I tuned it and it now sounds like a horn should.
