I've used the GIVI stuff before. Very well built. The top box I have (which I think is the same as the side cases 'cepting mounts) is on it's second bike. Still works and looks good, never even a hint of leak and makes a pretty good cooler when camping.
All that said, I replaced the stock Tiger panniers with a set of aluminum panniers from Jesse. They are not cheap but look the business, are strong and come powder coated.
You might try looking for a used set of stock Tiger panniers. They look great on the bike and work reasonably well.
