your hp and torque figures look realistic.

it looks to be running lean to me, which is why you get surging. this is why the dealer is looking to fit Thrux needles, as they are more tapered and allow more fuel to flow before the slides are fully open.

the higher the a/f ratio, the leaner the mixture. 13.7 gives maximum power.

I would expect an honest dyno to use a correction factor between 1.03 and 1.07, but to be frank, unless you have a before (stock) and after dyno run the only thing worth looking at is a/f ratio. A correction factor of 1.17 is boosting your figures by (quite) a margin.

Also, be aware that removing the airbox on CV carbs will lead to rough running as CVs are very intolerant of turbulent air.

My opinion is that you would be better off putting the airbox back on.

It is quite possible that you have the pilot screws a long way open or too big pilot jets fitted to try to compensate for the lean running at lower revs. This will increase fuel consumption enormously.
