Mine was getting stuck, too, and I thought it was all kinds of complicated stuff with cables and such. It turned out that whenever I removed the bar-end weight (I assume that's the little disk on the end of the bar??), the thing worked fine. On one thread somebody wrote of a complicated fix with washers or shims.

But it turned out that all I had to do was move the entire starter/brake/throttle unit in from the end of the bar about a mm, and all was fine. The end of the grip was rubbing on the bar-end weight, whenever the latter was snugged down securely. Now it works fine.
