I usually slow down when somebody tails me. Just a little at first, but more if they don't get the point. Sometimes I'll slow down quite a bit and then accelerate to open up a gap (not slamming on the brakes or trying to get them to lock up the brakes - just gently forcing a gap). That usually works; if it doesn't, I try to find a way to get them around me, as I don't want somebody tailing me.

At least where I ride, people are usually tailing because they're not paying attention, and that seems to be the automatic brainless norm around here - so the slowing down and then pulling away usually wakes them from their slumber and causes them to say, "oh, I was tailing". The intentional, obnoxious tailers are a different problem, and it's best to just let them get around you.
