With 11K plus miles on your new bike, you are on the right track thinking brake rotors. Before touching the brakes first double check the air pressure and second confirm this is the second set of tires on your bike if possible. I assume you have nearly new tires, if not you might have original front tires. Changing the front tire along with a fresh tire balance might be the cause. You would want to confirm the tires are at pressure and in balance before working on the brakes.

Check the clutch cable adjustment first. You might be not up shifting firm enough or with the right clutch adjustment to get in third.
