I disagree that a concours bike should be "better than the day it rolled out of the factory".
Well maintained, clean, totally original or nominally refurbished bikes can score much higher than over-restored bikes in shows where the judges criteria are toward originality and not restoration.
In any case, a "concours" bike should be as close to original as possible whether restored or refurbished. No Cheng Shin tires on a classic Brit Bike, no Hella H4 headlight conversion, no electronic ignition, etc.
