Does it seem to have good performance otherwise? Does it idle properly? Does it hesitate on acceleration? Does it run on both cylinders? Are the spark plugs clean?
Why not just ride it for awhile before getting too bent out of shape. It may just require breaking in. After all they weren't designed to run on only one cylinder.
