Looks like the same bracket as on my TBS.
The holes at the bottom are for the license plate light and the plate itself is mounted higher. ie: the bottom holes in the plate are used to mount to the bracket.
The top hole on the bracket does not do anything on mine and is behind the plate,
It maybe for different license plate mountings around the world
