GeoffE got it spot on - they are called shear bolts and as described, the heads shear off when assembled.
The newer bikes seem to be assembled with these at a pretty low torque (indeed some Sprint owners have been complaining about them loosening completely & dropping out!) - you may be lucky & able to cut a slot in them and use a screwdriver. Otherwise you need to drill them out. After you get to where the ignition will release, you should be able to turn what's left out with your fingers, or at worst vize, grips.
You can get replacement shear bolts from the dealer, or just use some regular M6 socket cap screws.
